Do CAFOs increase or decrease pollution risk?

Re: Concentrated Animal Feeding Operations (CAFOs)

I am not sure how they would be less of a pollution risk. Any farm larger than a family farm, that is one the typical size in the mid 50s should be classified as an industry and be regulated accordingly. Even family farms should be regulated to control run off from fields having been spread with manure. Actually farmers should be encouraged to use better practices than just spreading manures. Every time I smell the odor of freshly spread manure I flinch at the loss of money through the loss of great fertilizer value. That smell is literally worth a lot of money.
